OCPO and OEDC Memorandum of Agreement vs. Pilferage

A MEMORANDUM OF AGREEMENT (MOA) to establish a partnership between the Olongapo City Police Office (OCPC) and the Olongapo Electricity Distribution Co., Inc. (OEDC) has been signed recently by PSSUPT Pedrito F. delos Reyes, OCPO City Director and. Jose Maria A. Abaya, OEDC president at Buma Subic Hotel, Subic Bay freeport Zone.

The MOA aims to promote mutual understanding, shared responsibilities and commitment of working together towards the goal of enforcing Republic Act 7832 or Anti-Pilferge Act. OEDC in its campaign to reduce the system loss through the conduct of random metering inspections and apprehension operations sought the assistance of OCPO wherein the latter agreed to cooperate and assist OEDC in the implementation of RA 7832.

When OEDC took over the operations of the electric distribution system in Olongapo City in June 2013, it had high system loss of 37% which has now been substantially reduced to 11.28% as of November 2014. OEDC is committed to reduce the system loss level below the ERC-allowable recovery cap of 8.5%. If the actual system loss continues to improve and becomes lower than the 8.5 cap, then this will directly benefit the customers through a reduction in the System Loss Charge, Abaya said.
